Summary: the system helps stores keep the evidence they need, such as seller identity, IMEI/serial numbers and consent. Features governed by specific laws will open only after they have been reviewed by experts.

What the system helps stores do today

  • Record seller identity (ID number encrypted), which can be set as required before buying
  • Record consent by purpose, and document expiry dates
  • Record the IMEI/serial number of every item, with a warning when a duplicate unit is found in the store
  • Purchase vouchers include an ownership declaration and a signature line for the seller
  • Transactions cannot be edited after the fact, and every action is recorded in the audit log

Features awaiting legal review

FeaturesStatusWhat must be reviewed
Pawn Not yet available License, interest rates and fees, pawn tickets, redemption periods, disposal of forfeited items, reporting
Gold trading Not yet available Duties of precious metal dealers, and the reference gold price source
Reporting under anti-money laundering law Not yet available Reporting thresholds and retention of know-your-customer (KYC) records
Province/region benchmark prices Not yet available Use of anonymous aggregate data in line with contracts and the PDPA

These features are switched off in the system by a "Gate" mechanism. A review result and an approver must be recorded before they can be enabled for real stores.

The store's responsibilities

The system is a tool for record-keeping and decision support. The store remains responsible for complying with the laws that apply to its business, such as obtaining a second-hand dealer license, checking where goods come from, and protecting its customers' personal data.
